[QGIS-Developer] Tests failing with PostgreSQL 12

Hi folks,

Have any of you run tests against PostgreSQL 12/PostGIS 3.0.x lately?
They have been failing on me, on my local system, more specifically
the one called PyQgsPostgresProvider .  I've sent the logs earlier to
this list, but it didn't come through, perhaps due to message size.
