[QGIS-Developer] GDAL Version Mismatch - Compiled vs Running

For the Nightly-Master, I just noticed the following. Is this the expected
behavior?
Compiled against GDAL/OGR 3.1.4
Running against GDAL/OGR 3.3.0dev

I am pretty sure it used to be the same as the current Nightly-Release:
Compiled against GDAL/OGR 3.3.0dev
Running against GDAL/OGR 3.3.0dev
