[QGIS-Developer] ECW flags

Hi Walter,

Be careful with ECW SDK licence, which requires an OEM licence for any use in a
Server software component.

This may have changed since 2019, but I doubt it.

In any case, I would rather recommend using an alternate format, with free and
opensource format and drivers.
