[QGIS-Developer] Reg: native:clip processing tool error with "Could not create memory layer"

Hi Nyall,

In the process of isolating the issue to reproduce the problem with a small
piece of code, I could find the root cause being unable to pick the
postgres database driver. I have changed the prefix path on linux while
creating the qgsApplication and started working.
