[QGIS-Developer] URGENT AS CAN BE: QGIS 3.16.12 and sip 6?

I can confirm the issue on Windows using QGIS 3.16.12 (3.16.12-1) and 
3.20.0 (3.22.0-1) from OSGeo4W v2.
The issue doesn't occur on Windows using QGIS 3.16.12 (3.16.12-1) from 
OSGeo4W v1.
