I can also confirm the issue with QGIS 3.16.13 on Windows 10 installed 
using the latest available OSGeo4W v2 Standalone Installer 
QGIS-OSGeo4W-3.16.13-1.msi

The issue doesn't occur using the OSGeo4W v2 Network Installer with the 
latest available qgis-ltr package 3.16.13-1.

The issue doesn't occur also using the latest available OSGeo4W v1 
Standalone Installer QGIS-OSGeo4W-3.16.13-1-Setup-x86_64.exe and the 
OSGeo4W v1 Network Installer.
