I'll add Python from 3.7 to 3.9-3.10 and Qt from 5.11 (without ICU) to
5.15 (with ICU).
Anyway QGIS LTR 3.16 is still available trough the old OSGeo4W v1 with
the previous dependencies.
Why don't offer the download of QGIS LTR 3.16 from OSGeo4W v1 as first
choice, instead of from OSGeo4W v2?
The recent issues don't occur in the QGIS LTR 3.16 installers (both
"Standalone" and "Network") from OSGeo4W v1.
