[QGIS-Developer] py3_env bat file on osgeo4w install?

Nyall, you are right. that is no longer needed.

Moreover, I was wrongly expecting that that py3_env.bat also set up
PYTHONPATH to include the %OSGEO_ROOT%apps/qgis/python folder, which never
was the case even in osgeo4w v1
