[QGIS-Developer] heads-up: PROJ_LIB is now deprecated (use PROJ_DATA)

- this change will affect many projects (including QGIS, which I believe 
leverages this variable in many places, such as build processes, 
plugins, widgets, etc.)
- ticket : https://github.com/qgis/QGIS/issues/49338
- note that this will be for the PROJ 9.1 release, but it's good for all 
projects to be ready for this upcoming change
- you can also see how MapServer will handle both possibilities, for 
now: https://github.com/MapServer/MapServer/pull/6573
