[QGIS-Developer] Override System Locale user interface with American English by Default?

Quality translation is an issue indeed. But if we lower exposure to these
translations, we'll likely decrease the chance of those being improved
in the future.

+1 to the first launch proposal with link to invite ppl to help improve
things.
