[QGIS-Developer] Broken doctest infrastructure for Cookbook

Hi devs,

May I request some help on this issue 
(https://github.com/qgis/QGIS-Documentation/issues/9010), please? It 
happens for more than a week and makes every single commit fail. As 
noone on the docs side has touched the cookbook for a long time, I 
suspect the issue comes directly from master or its libraries (3.34 is 
just fine).
