[QGIS-Developer] QGIS 3.46 builds to use Qt6?

I can certainly see the point of that.  To Nyall's don't-break-API
point, that could happen without any other API breaks.

But there will be 3.x builds which are qt5 and qt6, and thus the version
number won't really mean that the API is one or the other.  That's
probably intractable.
