I am not sure what caused this. I have a suscipion that it might have
been approved and then upon further investigation/testing then the
plugin was unapproved. The plugin apparently containts external libs as
reported in https://github.com/smandaric/bigquerylayers/issues/12. Maybe
Paolo can shed more light on this.

This is quite difficult to manage. Apparently a user can submit a plugin
for approval and before that version is approved they upload another one
for approval. You end up with multiple version uploaded over a short
period of time. When the approval happens you approve the latest version
and you now end up with other versions which are not approved. It's up
to the author to delete the other unapproved version or keep it as it
currently happens leading to the confusion that the plugin is not approved.
