[QGIS-Developer] Reworking the QEP approach

Hi,
I like the proposal.
I would add that we need to continue to publicly advertise new PR QEP on
the developer (and maybe user) mailing list so people who are not
following the whole repository gets notified and could subscribe
individually to the PR.
We also need new tags to identify QEP among the other classic PR.
