[QGIS-Developer] Have plugins installed in all user profiles

Hi,

You can use the `QGIS_PLUGINPATH`environment variable to point to a 
shared folder where your install the plugins you want to share. I you 
want to rationalize your profiles deployment accross different computers 
and users sessions, I recommand to give it a try to QDT 
(https://guts.github.io/qgis-deployment-cli/)*.

I'm curious but why do you need to propagate a developer oriented plugin 
such as Plugin Reloader through so many profiles?
