Correct - both text and binary encodings are supported. Essentially it is
support of 3DTILES_content_gltf extension.
(Note: EXT_mesh_gpu_instancing extension is not supported yet - that's kind
of equivalent of "i3dm" encoding into gltf)

By the way, Cesium ion has quite generous free tier and can generate 3D
tiles from lots of formats...
