The update of the website was postponed to the availablity of binaries long
time ago.  But the source tarball is still made and uploaded right at release.

They are available now:

http://qgis.org/downloads/qgis-3.40.14.tar.bz2

Not sure how often the new download infrastructure fetches updates.
