If they've all been manually picked at some time, can I suggest we
drop these ones from the list?

- Processing R Provider: it's quite a niche one, and requires a lot of
technical knowledge to get it to do anything in the first place
- Plugin builder/plugin reloader: these are plugin *developer* focused
plugins. I think the featured list should concentrate on user-focused
plugins.
- Mask: this is an older plugin, predominantly superseded by inbuilt
QGIS functionality now
- Time manager: as above
