[QGIS-Developer] QEP 331: STAC layers and data providers

Hello,

New QEP announcement: https://github.com/qgis/QGIS-Enhancement-Proposals/pull/331

This QEP proposes extending the browser- and datasource-dialog-based STAC support with "STAC layers", i.e. map layers that show the contents of a STAC endpoint on the map.
