[QGIS-Developer] QGIS 3.40.3 Windows builds are missing

I just installed QGIS using the network installer: it looks like it now
includes the latest point releases. Thank you!
However, now I can't connect to my PostgreSQL server. This is what I see in
the Query Logger:
