[QGIS-Developer] New Plugin: MapSafe — Privacy-Preserving Tools for Geospatial Datasets

I am excited to introduce a new plugin for QGIS: MapSafe.

MapSafe is designed to help QGIS users safeguard sensitive geospatial
datasets by offering a suite of geoprivacy tools.
The plugin provides user-friendly options for geomasking, hexagonal
binning, encryption, and blockchain-based notarisation — all directly
within QGIS.

Key features of MapSafe include:

   - Flexible geomasking to anonymize location data.
   - Hexagonal binning for aggregating spatial information.
   - Encryption of datasets to add an extra layer of security.
   - Blockchain notarisation to verify data integrity and authenticity.
