[QGIS-Developer] debugvs plugin maintenance

Hi ilan, Valentin and Plugin Repository Maintainers,

I am the author of the PR (https://github.com/lmotta/debug_vs_plugin/pull/18),
and I appreciate you raising this issue.

Personally, I suggest creating a new plugin - such as "debugvs2"
(https://plugins.qgis.org/plugins/debug_vs2/),
rather than transferring ownership of the plugin.
Because I feel changing the ownership of an existing plugin without
the current owner's confirmation is a bit risky as FOSS spirits.

But I want to confirm the Plugin Repository Maintainers' opinion.
