[QGIS-Developer] QGIS version 3.98 instead of 3.99 ?

Hi,
I agree with Jürgen on tagging as 3.99.
The earlier we break plugins for early adopters/developers, the more
plugins we could expect available in 3 months when the users will start
switching to 4.0.
Side note: What could be interesting, in the plugins website, is a category
showing plugins available for 4.0..;
