[QGIS-Developer] 24 hour minimum review time for PRs now in effect!

Hi devs,

Since https://github.com/qgis/QGIS-Enhancement-Proposals/pull/334 was
approved, we now have a minimum 24 hour review time in effect for PRs.

**Please take care that before you merge any PRs you check the
submission time of that PR to ensure that at least 24 hours has
passed. This is a MANUAL check -- we don't have anything on CI/GitHub
enforcing it.**

For reference, the exceptions to this rule are:
- 2.5.1. Approved Pull Requests for backports to stable branches
- 2.5.2. "Emergency" pull requests, e.g. those which fix broken master
builds, CI infrastructure or which represent a time-sensitive security
risk.
- 2.5.3. "Trivial" fixes. The definition of "trivial" is left open to
common sense and developer discretion, but is expected to include
non-risky changes like typo fixes, translation string fixes, tab order
changes, or similar.
