[QGIS-Developer] QEP 421: help strings for processing algorithm parameters

Hi list,

I have submitted a QEP [1] about populating help strings for processing
algorithm parameters and making sure new algorithms get those populated too.
Any feedback is welcome!

This QEP will be submitted as part of the QGIS.org grant program
