Hi,
I've been working under the assumption that our goal would be to 
replicate QGIS' existing 3D functionality, just with a new engine.

It would certainly be nice to have a formulated long-term plan for the 
3D view, but I think that's somewhat orthogonal to the engine change. 
I'm not even sure how such a thing based primarily on user input would 
be created or applied when most work is funded by contracts for 
particular tasks.
