[QGIS-Developer] Dropping requirement for public repos for plugins?

Hi list,

Maybe I'm just old and jaded, but I'm being increasingly troubled by the
likelihood that any code I push to a public repository (regardless of where
that code is hosted) is just going on to fuel the coming apocalypse 😂.

We currently have a requirement that plugins must have a public code
repository before they can be published on the plugin repo. Would dropping
this requirement be considered?

There's nothing in the GPL itself which mandates this. The code will still
be available in the plugin zip download, which satisfies that license.
