[QGIS-Developer] qgis-slim docker image

Dear all,

I've created a qgis-slim image where QGIS is built rather than installed
from ppa.

It has no desktop, no server but python bindings + geoparqet support. Arm
and x86 builds.

I've opened a PR here
https://github.com/qgis/qgis-docker/pull/162

We are at 280mb instead of 1.55gb

Any thoughts on this?
Would you recommend opening a QEP to discuss this?

Or shall we just go like this?
