[QGIS-Developer] [Qgis-psc] Next 4.x LTR

Hi,

I don't have strong feelings about which version should the next LTR. 
However, I think it would be important to have a clear overview of the 
current blockers before making an informed decision.

Would it be possible to track all the blockers as github issues? We 
could also add an "LTR blocker" label to make them easier to identify 
and follow.

I'm happy to help move this forward. However, I'm not sure what the 
current blockers are, or whether some of them have already been reported.
