Ho notato anche io, purtroppo, questa "novità"...

Mi pare inevitabile, visto che Windows 7 non è più supportato da Microsoft e
vari software iniziano a non supportarlo più.

Io uso normalmente Windows 7 e spero di trovare un workaround per far
funzionare comunque Python 3.9 e quindi anche QGIS il più a lungo possibile.
