[Qgis-psc] Motion: svn write access for Mathias Walker

Hi PSCs

I'd like to propose svn write access for Mathias Walker (cc). 
Mathias implemented the WMS search, the plugin layer class and recently the 
offline editing plugin (for which he agreed to be the code maintainer).
