[Qgis-psc] Android dev account creation

Hi all, after chatting with tim, here what we think would be best for 
android QGIS:

- create an android at qgis.org email (Gary could you do that)
- point it to Paolo or Horst
- Create a dev accout at [0] using android at qgis.org
- pay for it using a qgis card (no personal accounts preferred [see * 
below])
- link to merchant account (no personal accounts preferred [see * below])
- invite me marco at bernawebdesign.ch to become a dev [1]
- that's it

It is "customary" in android to create a dummy app to allow donating to 
foss projects (like a QGIS donate app
). The app does nothing beside charge the user with a fixed ammount 
using android's internal payments system. All payments (donation) coming 
from this system will go to the android at qgis.org linked merchant account.
