Yes, be careful to take someone who is not only a designer, but a good web 
designer or even web developer, as the work needed to go from a photoshop page 
to a bootstrap (or whatever framework) theme, is not trivial and takes time.

Sylvain Beorchia could also be a candidate, he is a good designer, has done a 
lot of web design, and is GIS and web developer. He regularly does some 
freelance work for logos and website themes.
