[Qgis-psc] Motion: git push access for Matthias Kuhn

Hi PSCs,

I'd like to propose git write access to Matthias Kuhn. Matthias is a 
very active developer since appr one year. Besides many contributions in 
various parts of the codebase, he maintains the new diagram code and the 
dual view.
