Well, that practically means that only people from 99 designs can answer the 
contest, which almost prevent all other designer more or less linked to qgis 
or external to qgis and 99 designs to participate. 
That's a pity, but if you cannot extend the deadline more than that, which is 
kind of weird, then we should at least make some quick announcements on the 
mailing list asking for designers.
