Not quite: I think we should find a reasonable compromise between
leaving freedom to LUGs to self organise as they feel better, and
keeping a coherent image throughout the world.
How to do that is open to discussion.
Related to that there is the suggestion to have one or more "QGIS
ambassador" per country, to act as a local reference point between the
local communities and the main QGIS. Again, discussion is open on this.
