[Qgis-psc] Motion: git write access for Vinayan

Hi PSCs

I'd like to propose git write access to Vinayan. Besides the topology 
plugin, which is now part of the code base, Vinayan made several other 
contributions in the codebase (e.g. f-tool fixes, rotation tool).
