I think changing the name there makes sense. Permission to use sounds a
lot less scary then sublicence, and also a lot less complicated.
IMO I don't think we should restrict people using the logo to show their
support for the project, even on training manuals and books. It should be
noted that it's not an official book/manual of the project but I don't
think people using it on books and manuals is going to do damage to the
project. The main thing you want to stop is someone using the name and
logo to sell/give away something that isn't ours while claiming it is
theirs and using our banding, e.g If I had named Roam "QGIS Moblie" or
something like that and used the logo.
Provided the books and manuals are for use with QGIS then I don't see any
problem in the name and logo being used on that kind of thing. That is
only going to be better for the project not worse.
This also applies to use the logo on a website. I think provided the logo
is linked to our site and without modification to the logo I don't see any
hard in that.
