[Qgis-psc] Increasing requests for targeted sponsorships

Hi Anita,

I know about our statement about "earmarked" funding on our website.

But I think we should rethink this decision - also in the light that we 
want to employ someone in the future who will do bug fixing, QA and some 
core development necessary for the project.

Targeted sponsoring for bug fixing should be possible and unproblematic 
- as Matthias also said. It also does not generate administrative 
problems. It is just marked in the accounting as "contribution to bug 
fixing" and will be used as such.

Things get more complicated for earmarked funding for crowd funding 
initiatives - I still think that our organisation should be able to step 
in here. Maybe not so much for the bidding process (as we discussed it 
before) - but it should be possible to park some targeted money in our 
bank account and spend it for a certain project.

If people/organisations out there are willing to co-sponsor certain 
features in a joint/crowd funded way - QGIS.ORG should provide some 
support to coordinate things. Who else should do it?

Maybe we need to discuss this in our next board meeting.

In my opinion it would be foolish to reject all this potential funding.
