[Qgis-psc] Increasing requests for targeted sponsorships

Hi,

What is the process for earmarked funding?
How will the developer be chosen?
In which timeframe should the development happen and what happens to the
money in case the development does not happen (Mainly in case there is
not enough funding available for a decent solution)?

I'm not sure bugfixing falls into the same category. There is a list and
it's also valuable if bugfixing is done on an hourly base (in comparison
to features which should be treated as a whole). So this money seems to
be acceptable and should then be redistributed by the PSC who already
knows about the availability of deveopers.

Best regards,
Matthias
