[Qgis-psc] Criteria fro HF refunding

Hi all.
Our next HF is approaching, and I think time is ripe to take a clear
decision about what to refund to whom.
My idea (which we have mostly followed until now):

* food and refreshments should be free for all participants
* flights and hotel should be covered for core team only
* uncertain about the dinner(s) out - whether to offer them to
everybody, or only to core team
* everybody is encouraged to support the HF by paying they own expenses,
if they have their own funding.

The weak point is how to define core team: PSC+committers? Also
documentors? Also infrastructure maintainer? Anyone who contributed at
least x lines of code? Should we rely on ad hoc application, one per
each HF, or have a list of those who can be reimbursed, with a formal
(even if very simple) procedure for being admitted?
I believe we should start being a bit more formal about this, as I would
not like people being unhappy for being rejected, and also to keep HF
costs reasonable, with the growing number of developers.
