[Qgis-psc] Sourcepole offer to port QGIS vector analysis tool to QGIS master

One clarification (mistake I did): 

The 25k CHF would include the development costs. The unit tests are not
included, but the Python bindings are included. Unit tests could be
added by other (potentially also cheaper developers).
