I was thinking exactly the same way.
I do strongly believe that the QGIS association should focus on project
management as well as funding whatever people would not fund otherwise.
In priority order :
Project : Community meetings, communication, infrastructure
Development-related : bug fixing, test framework, documentation
Features should be funded by end-users, and the qgis association should
not act as a development contract broker.
Whenever crowdfunding seems a way to finance features, then let the
concerned developer manage it.
I had the same impression of a small drift with the ftool proposal, and
I think things priorities should be clearly stated.
