[Qgis-psc] Changing our default response to requests/bugs?

I find this a bit backwards.  We are a community driven project and reporting
bugs and posting ideas for new features is one way to contribute.  The reporter
is part of the community and in turn of the project.  So there are no
responsibilities to shift back from or to the project.

But it's a common wrong assumption (see for example
http://hub.qgis.org/issues/3975) that filing a ticket automatically makes it a
priority for someone else.   Shouldn't that be (somehow) set straight before
the ticket is filed and not in response?

And how should the response be done?  A comment to every new ticket?  A mail to
the reporter on every new ticket?
