[Qgis-psc] Changing our default response to requests/bugs?

agree with Anita,
I also feel that we can make a lot of people stop reporting issues if
we don't use the right wording. But of course sending a message to
people to make them understand that things do not get fixed by miracle
is the right thing to do.
