[Qgis-psc] QGIS 2.16 sponsored bugfixing report

Hi, 

Maybe it would be useful in the future that the paid bug fixers
concentrate on the areas they are familiar with. 

As an example, Giovanni could then assign symbology/print
composer/labelling bugs to Nyall, forms/widgets/table stuff to Matthias,
Editing/snapping/labelling stuff to Martin, PostgreSQL/DXF/provider
stuff to Jürgen, OGR problems to Even, etc., etc. 

But this probably happens anyway - devs probably already pick code areas
they are familiar with.
