I think we could write to all the country group representatives and ask them to help make a big push for the release. It would be good to give them some concrete targets for help. Perhaps we can schedule a synchronized bug hunt event across the user groups and testing spree in Jan / Feb and together ask them to help raise funds so that we can support developers to actually fix the bugs they find :-P Getting coding effort from country user groups would be good too - for example getting plugins to work on 3.0 could be a good activity to promote.
