[Qgis-psc] Statute modifications

Hi Jürgen, 

I would say no - leaving PSC members don't get automatically voting
member status. They can be nominated, when either a voting member
resigns, or when a new QGIS user group is added. Tim and I suggest that
we only add new voting members once a year - to reduce the bureaucracy. 

In general I would say that double mandates should be avoided. The
voting members should control the work of the PSC. I think there are a
few double mandates, such as Paolo and me - who are both a voting member
(user group representative) and also PSC/board members. It can be
discussed if this should be avoided. If yes, it should be clarified in
the statutes.

Do leaving PSC members also get a voting member status?   I think no PSC
member
was nominated as community voting member at the time.
