Yes I would like to avoid it (double mandates). One concern (maybe Juergen's concern too?) is what happens when PSC members rotate out? They go from having franchise as a PSC member to having no franchise. Perhaps we could have a simple swap system whereby incoming PSC members who had QGIS Voter rights hand over their rights to the outgoing PSC member. I would guess that in most cases new PSC members would already be voting members. In cases where they were not, we can automatically put them in the nominations list for incoming community voting members. It would be great if someone can think of a simpler way to manage this so that we can keep bureaucracy to a minimum...
The reason I prefer to remove the double mandates is that PSC members will be putting forward proposals and budgets etc. and it seems like self-reinforcement if we vote on the issues we raise ourselves.
