[Qgis-psc] QGIS Server funding

Hi all,

As you may have noticed, we put up a Loomio vote for the funding of QGIS
server refactoring and improvements. The proposal was approved. See
https://www.loomio.org/d/ZXyIzGve/proposal-to-fund-development-work-on-qgis-server-v3

The funding is a total of 13k €. 3k is reserved for 3Liz for the project
"Remove QgsWXSProjectParser".

The other 10k are available to fulfill the following goals, as stated in
the Loomio vote:

   - Finishing refactoring of GetPrint command
   - Finishing refactoring of GetLegendGraphics command
   - Refactoring of GetFeatureInfo
   - Refactoring of DXF output in the GetMap command
   - Ensure and Increase OGC compliance and performance

Can we let it up to you as a team (3Liz, Oslandia, Camptopcamp) to
distribute these 10k € funds according to availability and suitability of
your devs? Can you please inform us a bit what your plans are - which dev
will do what so that we are informed?

We (as PSC and voting members) hope that you will be able to bring QGIS
server into a usable state, compatible with the previous 2.x version of
QGIS server.
